I was thinking the same thing kgsc mentioned. The voltage is transerring down the battery cases to the trays and to the frame.

Don't worry about it, it is probably just a ghost voltage caused by the high impedance input of your voltmeter. If you have a multimeter with a LoZ input like the fluke 117, you would not see that reading.

Another common manifestation of that issue is when you see folks posting that they are reading full pack voltage on both sides of a non energized solenoid. The reason is that the current used by the voltmeter to read voltage is so small that it does not generate a measurable voltage drop across the solenoid coil resistance.

What if you set your meter to 'amps' and put it in series with a load (ie, a lightbulb, etc) across those measurement points? Should show if it's negligible or not.

With black (negative) probe on the negative post, red (positive) on the frame rail, the highest I got was 12.4. I knew that wasn't right, so I checked it on my 03 DS. Same probe setup, and the highest I got was was 28.5! I am pretty sure I shouldn't have any voltage to the frame. Please correct me if I am wrong
Try this for giggles, disconnect the positive from the controller to the motor and retest.
Assuming that no wires anywhere is connected to the frame.

Thanks guys. Anyway, this all started because of the amber light coming on. Checked voltages and had 12.5v per battery and 49.7v total. Didn't really think anything of it. Took it out again today. Battery light came on again 10-15 times. I don't think it should come on with the voltages as high as they are

You probably know more about carts than I do. I think I would give a try of cleaning all to cable connections. May have some unseen corrosion.

What you are measuring is leakage current. I checked my cart and it reads about 12 volts at 13 micro amps at the battery tie down bolt. This is harmless except in medical applications where they have a catheter in a person or they have them cut open thereby reducing skin resistance drastically.
