Default Sevcon 656/12036 voltage

I’m helping my neighbor with his electric Columbia ParCar. Everything comes on but it doest move. I’ve read that the Sevcon controller are the most common problem so I checked the voltages.
Here’s what I got:

With the key ON and throttle pedal NOT pressed I got…
Red wire - 46.9 volts (battery voltage)
Black wire - 0.00
Green wire - 3.46 volts
White wire - 4.73 volts

When I depress the pedal I get this
Red wire - 46.9 volts
Black - 0.00
Green wire - 0.14 volts
White wire - 0.00 volts

Shouldn’t depressing the pedal close a circuit and send voltage out NOT kill it?

This is my first time working with an electric cart and I’d appreciate any input on what I’ve discovered this far. I hate to have him buy a new controller unless I can verify it’s bad.

Start at the beginning. When first turned on is the light at the controller flashing?

To my knowledge there’s no light on/at the controller. If there is I can’t see one. It’s in a difficult place to see at all. I can lay under it tomorrow evening with no light and have my wife turn the key on and see if there a light flashing.

Controller is mounted on rear axle with face pointed towards front of cart. The led on it is at the lower right corner of the front. There might also be a duplicate led listed as STATUS on the dash.

The controller on this model is mounted in the center of the front suspension. Hardly visible from the top and not much easier from the bottom.
There is a blue light on the dash.

That isn’t the controller, it’s the linear accelerator device.

I went out and looked at it again this morning and now I see that the actual controller is mounted at the back. The light flashes 4 times over and over. I apologize, like I said this is my first time working with an electric cart.

Four flash is a problem with either the motor brushes being stuck (usually like it’s been parked awhile over the summer) or the contractor itself has an issue.
