Default Motor good/bad

I am trying to get a cart fixed up.
I have wired it all up, I can get the wheels to turn.
But very little power.
I have been checking from the start again can any comment if my motor is ok.
I did the cross over test, with 12v and it turned slowly.

Check your Ω meter when it is open and closed. Then test the motor terminals.
There should be continuity between A1 & A2 and continuity between F1 & F2 but no continuity between any A and any F terminals. Also no continuity between any terminal and the motor case.

That in itself won't say if your motor is Good - but if you have wrong continuity, it is definitely bad. Worn brushes and a chewed up commutator can make a motor run poorly but it will still pass the ohm meter test. The ohm meter test will find open circuits and shorts and that's it.
