Default a New twist CC is running way high at idle

Okay after installing a new coil and having the same issue I talked to lockman and realized I broke one of my own rules, fuel,air,spark I neglected to check that fuel was getting to the spark plug I assumed it was. I replaced a coil for nothing I was getting no fuel through a brand new oem carburetor well I took it apart sprayed and blew it out reassembled and reinstalled it. Well it started right up now the only problem is its idling way to high with no way to bring it down. The butterfly lever which is hooked to one spring and the cable to the governor actually sits above the idle set screw doesn't even come close to touching. The picture I have included is of the carb out and obliviously not hooked up it is meant to show the separation between idle and where the cart is actually running at maybe 1/4 throttle. I need some advice here is this an issue with the governor, This is the last thing from the cart being a 100% and something I never thought I would have to deal with

Will it completely close if you move it to the idle position by hand?

There should be a little return spring that connects to the carb and to the shield mounted above it.
(that's a fun one... you have to install the carb with the spring/shield almost all at the same time! again... goofy design!)

The throttle return spring is #15

yes that is there and is connected as shown and yes its a pain if anything it seems to pull in the direction of the governor, not sure its the right spring as it seems to rub the top of the bracket

Was it like that before you cleaned the carb?

(If so... then yeah, it would be a cable adjustment)

plus its not open at both end hook on 1 side kinda a ring type thing on the other as it could not fall off

yes it was, trying to do the black wire off thing so cart would idle, reacted the same way before

The only adjustment for the throttle cable is at the ECB (electrical components box)

Stock... it should be less then half way through the adjustment threads, but you can adjust it as needed!
I've seen where some jack the cable adjustment to the end of it to gain more speed, and it will leave the butterfly open, which creates a backfire!

It's not the best, but you can see the stock adjustment of the throttle cable at the the bottom of the pic.
