Cool Speeding up my 2002 Pioneer XRT 1200

I have a 2002 Club Car Pioneer XRT 1200 with the FE 350 engine. I want to speed it up. I have allreadt adjusted the cable going into the black box allmost all the way. Helped a little but it cuts out on the top end. Is this the rev limiter or governor? I have also installed a shorter severe duty drive belt. Can I bypass the governor? Looking for cheap ways to speed it up.

Yes you can but like anything else you get nothing for nothing. The transaxle is governing your speed and also the rev limiter is doing the same. These devices are there to prevent over revving and engine destruction. I would strongly recommend that you install a tachometer (one you can read at a glance) if you decide to go this way. Tiny tachs are ok but hard to read, you need a nice clear analogue version. If you want to pursue this need for speed you will need to do the following;
1, trace the cable back to the transaxle, you will see two interlinked springs back there. Using two small cable ties tie them together to prevent the springs from expanding.

2,The rev limiter. It's located under the valve cover in front of the engine (kinda hard to see) as you view from the foot well looking back into the engine bay. To its left and connected to the engine casing is its ground wire clamped on with a 10mm bolt. Remove and insulate the wire.
You have now removed all the carefully built in safety mechanisms that CC put in and you are on your own. Keep the rpm's below 4000 for sustained running and below 4500 for very short bursts and your engine should be ok but beware, abusing these limits will smoke your motor in no time at all.
