I'm not sure but I'm thinking that small hole in the carb is the vent. Maybe springbok is out checking his cart right now to see. Stock usually run around 10mph

This is a newer ds carb diagram but #4 is the jet,pilot, #40---- seems very similar location to yours

That nipple you circled is just a vent. It should have a hose on it that just runs down the side of the carb and aims at the pavement. My hose goes down about as far as the dipstick. I ghosted out everything else but the hose. It goes down the driver's side behind the carb and appears down below it in the pic:

One reason it may shudder at low speed, and I forgot to mention this, may possibly be inherent to the design of that clutch. On your older drive clutch (the bigger one, on the motor) there is no roller bearing in between the sheaves where the belt lays at rest. The new design ('88-up) clutch added a roller bearing in that area, possibly to smooth out operation at low speed.
