Default Troubleshooting: WOT Triggers Speed Drop

After topping off the charge in my Precedent, and taking it out for a drive, as soon as you press the accelerator pedal all the way down (wide open throttle), the speed immediately drops by about 50%, and the new lower speed becomes the max speed until the next charge. This has been the case for weeks, since adding water to batteries (which are not very old).

What is the most likely culprit?

I have less than zero experience with electric golf carts, but I am a degreed electrical engineer and find all this stuff interesting and challenging.
