Question Voltage Converter??

Hey gang,

I'm having an issue where my headlights either run dim, or not at all and I'm wondering if it could be my voltage converter (it is the silver finned one). Right now I'm getting 13v at the fuse block, however as soon as I turn my headlights on, it drops down to 2v and the relay starts chattering (I'm suspecting that it doesn't like the lower voltage).

Sound like a converter?

If not, any ideas?

If so, any recommendations as far as replacement brands? I have a 48v cart.
