Default Quick Gov. shaft and arm question.

I've got my rear axle out for cleaning and painting, getting ready for lift and hopefully BB kit. I'm not going to use the axle governor, can you just take the arm off? Or does the shaft need to have tension on it to keep the governor assembly from coming apart inside the case?
