Welcome Grell, first be sure you have a good battery then you can concentrate on when the starter won't turn fast enough. If the belt is not rediculously too tight? Then I would guess bad brushes? Does the motor turn over easy by hand? Lets see what others think?

should be 4 rubber plug's on the gen. pull them out and look at the brushes if they are all the way down in the holder's they are worn out.

ok well i got it running but its not something id trust to go far away from a battery charger but it still runs fine its just when it goes to start it spins and it sounds like its going to drain the battery but then it fires

Check ALL of your battery cables positive and neg, both ends for corrosion. Corroded cables will show 12V with a meter but will choke the snot out of the amps needed and cause a slow dragging starter.
How did the brushes look?
Can you post pics of the area? cables?
