Default Yamaha 48V charger testing

I am currently trying to test 48V golf cart chargers. I've run into a problem of not having batteries to test the charger on and without the 30+VDC from the batteries the charger will not power up.

Is it possible to simulate the DC voltage from the golf cart with a DC power supply?

If I connected 35VDC (from a supply) to the charger what would happen?

I am thinking that since the 48v charger output is ~60v and ~17 amp, it would overload and blow the power supply in the "wallwart". It would work once, you got a pile of the power supplies? You could put a low amp fuse in the circuit that would be sacrificed every time a charger works, but that seems like a poor solution to me. If you are only looking for short-term testing to see if the charger powers up, you could use 4 small 12v SLA batteries in series, like are used in uninterruptible power supplies.
