i think this shuda been looked at earlier, but did you consider the brushes in your start/alt. ? if they are bad the cart will act like a bad battery. just take a jumper cable,, hook to the pos term, and slap the neg,, i know i am gonna get comments on this but its the sure way to check for currant.. if you are getting some, then hold the pedal down and very lightly tap on the starter, if it chugs then your brushes are bad,, 25 $, you can replace yourself. good luck steve
