2001 EZGO TXT - new solenoid wont run

The battery voltages add up to 37.6V, but the voltage on the battery side of the solenoid was later stated to be 38.1V, so there are some rounding errors.

36.1V between A1 and B- indicates the solenoid contacts are not closed. If they were, it would read 37.6V. The 36.1V reading is due to the 250Ω resistor across the large terminals of the solenoid.

Since you later said you plugged everything in, where all the voltage reading for J1, J3 and J4 made with the plugs unplugged? If so they are meaningless.

Measure the voltages by pushing the test probe into the backside of the molex plug while it is plugged into controller. Except for J1 Pins 4 & 5 the controller is the voltage source for all the pins on the jacks, so everything has to be plugged in.

If the solenoid is clicking, the problem is in the high current circuit.

Connect test leads to A1 and B- terminals on controller.
Pres pedal only far enough for solenoid to click.
Voltage should be FULL pack voltage (38.1V).
If so, press pedal to floor.
Voltage should decrease to about Zero.

If it doesn't check the ITS voltages.
Also, check the F1 & F2 cables. (see attached photo)
