It's not the wheels it's the tire height that counts.

It just seems to me that if you use the same type of tire, the OCD of a 10 in wheel would be more than a 8 wheel. So you would get more distance per rev.

True, but you're also adding weight and virtually changing the drive ratio due to the increased tire height. Yes you would have a higher maximum ground speed at the same maximum RPM, but it would require the cart to work harder to achieve maximum speed.
