Exclamation Club car DS 48 volt has voltage But won't run

I have a 2002 club car ds 48 volt, I have full voltage to the terminals on the motor when the pedal is depressed, but it will not run. I have a new solenoid and all new batteries. When fully charged I get 54-56 volts on the terminals of the motor when I depress the pedal, but it will not go. Any troubleshooting tips would be great!
