If you only got a top speed of 7MPH while your stock controller was installed and the top speed is still 7MPH after an XCT was installed, there are problems in the high current cables, battery pack, motor or ITS.

A completely stock PDS cart has a top speed of about 13MPH with no performance plug installed and about 18MPH with the freedom plug installed. With an XCT controller installed in an otherwise completely stock PDS cart, the top speed is about 24MPH.

What is your battery pack voltage at top speed?
What is the voltage between the B- and B+ terminals on the XCT at top speed?
What is the voltage between the M- and B+ terminals on the XCT at top speed?

What is the voltage between the black and white wires in J4 with pedal up?
What is the voltage between the black and white wires in J4 with pedal down?

I installed the Freedom chip in the stock controller before I installed the new controller. I did not get a change in speed. I installed a new ITS and that did not change anything either. I will have to check the voltage on those other issues when I get a chance. Thanks for the info.

Is this an XCT controller?
Is this a PDS cart?
In picture #2 is that the speed sensor wire not plugged in?
That would cause the issue you report.

That's the original pic, I have since plugged that wire in. I was confused at first because some of the directions said you did not need to plug it in. I have it plugged in now and still have a problem.

The controller is either not seeing the sensor or the sensor wires or unit is bad.
Check also that the controller plug in latch lines up with the catch = this plug can be inserted backwards resulting the controller not seeing it.

As you said this problem existed before the new controller I suspect a bad sensor or wire.
