The OBC charging system and Controller lockout functions are independent of each other.

If this is a Sepex cart, small rocker switch for FNR, then the OBC can cause both the buzzer not to work and the cart not to run.

You can easily test by disconnecting the 6-pin plug from the OBC and putting a wire jumper between the Blue and White wires on the harness plug.

If the cart runs fine, and since the OBC still works for charging:
Cut the Blue wire about 1 inch from the OBC body and put electrical tape on the piece coming from the OBC.

Strip some of the insulation off the white wire and splice the Blue wire into the White wire.

Put electrical tape on the splice

Plug the 6-pin connector back to the harness and enjoy your cart.

You should also charge those batteries as they are very low.

So just so I'm clear.... put the jumper wire on the cart harness and not the obc side ((female end of the 6-pin connector))

Assuming the reverse buzzer works, do You have +48v on the center tab of the FNR switch?

The reverse buzzer does not come on and I have 1v on the orange wire (I put my red lead on the orange wire and my black lead to my main negative)

Find the Tow/Run switch and check that you have:
Always +48v on one side.
+48v on the other side when the switch is on Run.

I have 3v on 1 side and 0 on the other side while on run
