Default EZ Go 36v stutter

OK folks have 04 EZ Go 36v Cart.

New Batteries, New Solenoid , Cart stuttering low speed slight depress on pedal forward and reverse stutter.

Cart won't move now.

Before it had the not moving issue, cart did run fine at full throttle.

Question is can a motor cause a stutter? but run fine at full throttle.
or is this all about the speed controller.

Additional information on stutter issue ... Cart is running

Cart stutters at slow depressed pedal 3.8 volt to 15/18 volts then smooths out when speed increases in forward. Stutters in reverse all the time regardless of speed, I know it 24 volts in reverse
