The dealer where i purchased the L6 is clueless on programming the cart. I did find out the the ezgo handheld can only adjust speed up to 18mph (going downhill) but if you used the clubcar handheld all configurable options can be modified. Looking for someone who has a clubcar handheld.....

I know this is an older thread, however, were you able to find a solution to your L6 speed issues? I have a 2016 EZGO L6, 48v. The dealer has checked the controller and has increased the speed to the max of 18mph. My issue is torque as we have a lot of hills. My cart is dropping to 9-10mph while on the hills with no load.

Has someone put larger tires on it rather than the 18" stock tires/wheels? Larger tires will make it go faster on flat ground and downhill, but will cut your torque. You need torque to climb hills.
