Can you run three 12v batteries in these carts?

yes it will run on 3-12v batteries but will have a significantly shorter run time. I did that before I really knew about golf carts. It was a big mistake. Got a proper set of 6 batteries and I was good to go. Maybe you could find a used set of batteries that are like a year old or something. Local golf cart shop may have some.

All I really wanna do is see if it rolls when I step on the pedal. That will tell me how far I wanna get into it.

Each of those chargers are probably repairable. Usually all that goes bad is the diodes and the capacitor. Wouldn't hurt to check them out!

I cant find positive cable. I see the neg black cable and a cable that looks like it should be connected to the speed controller, and 2 that go to the charging port. There is a small wire that goes from the solenoid to ???. Am I missing my positive battery cable?

Here's a link to the EZGO wiring "sticky" the first pic with wiring for 70s resistor carts is the one you want to look at. Hope this helps!

EDIT: taking another look, that white to the motor is the main negative to the pack, and the black to the F/R is the main positive. Green wire does ??? I'm thinking maybe reverse buzzer? You should be able to use the diagram to trace it out and see what it is. Be careful hooking up the batteries, if something's stuck on the speed control wiper or the solenoid is stuck open then you could have a runaway situation when you hook the batteries up. Make sure the key's off and the cart is in neutral when you're hooking it all up.

WOW, Thank you guys! I will take the precautions. Question: Do you have to have 36v for this thing to move? Can I hook a big 12v to it to see if it powers at all?

Jack the rear end up in the air and hook it up to a 12 volt battery. It aint gonna spin fast, but it should spin and move enough to tell you if everything's gonna work all right. You don't want it on the ground because at 12 volts it's gonna go at at about half the speed of smell. Plus, this will take care of any potentially dangerous situations while testing to make sure things are okay. Word of advice on jacking these 3 wheelers: USE JACKSTANDS under both sides of the rear axle, DONT just put a jack under the rear end in the middle.
