Sounds like the controller's throttle input circuit is screwed up, but without a schematic it is going to be a poke and hope process.
Personally, I'd replace the controller. |

In the curtis 1204 manual there is a diagnostic step that has a voltage check by backprobing the throttle pot terminals at the controller. This will give You a confirmation of a board problem.
I have a bad controller here that failed that voltage check. I took it apart anyway just to see if I could without breaking anything. |

I have the schematic and there is no question that the controller is bad at this point. I was just hoping to fix it on the cheap. I have way too many bad habits and one working cart to put any money in this cart.
