Does the cart have a Run/Tow switch under the seat? Also, is the shifter a knob or a rocker switch?

If you have a Regen cart, it sounds like the cart is going into "limp mode", where the "pig-tail" speed sensor on the end of the motor has gone bad

. . . so I assume you have verified the half-speed limit switch is functional? It is switch #3 (the outermost switch behind the F/R Shifter) . . .

Yes, we had to replace the f/r switch with a new one cause it quit running in reverse and we also replaced solonoid switch and it is running but still the same speed as it always did....

This card is 16 years old. Over time the throttle linkage wears. This creates slop which results in the throttle input device (MCOR) not sending a full throttle signal to the control.
You can test this at the controller to verify you are getting the full 5k-0 signal. If you are not getting a full signal you can observe the throttle linkage while somebody pushes the paddle to see where the slop is. Often times the mechanical slop can be repaired with good results.
