Default Voltage problem

I have a '97 DS 48 V Clubcar.
I have headlights, 12v outlet and air horns connected through a voltage reducer. None of the accessories work.
From the reducer to the power block is 14.4 volts. From the power block to the accessory is about 3 volts when the acc. is on. All connections seem to be good. I think it may be the voltage reducer ground is bad. Does this sound right?
Thanks in advance.....

If you have the 18 to 12 volt style reducer and it is bad, I have two of them. You can have one for the cost of shipping.
I would go through all the connections and make sure they are good solid clean connections.

The best thing is to go with a 48 to 12 volt reducer.

That's very generous of you and I thank you. But, I have the 48 to 12v.

Have you checked the acc switch. Sounds like your reducer is working after re-reading post.

wiring from power block is bad or ground is bad ... your reducer is working correctly
