If you sell it as-is I would expect $800-$1000 depending on battery condition. They sell for $1800-$2000 in my area running with fairly new batteries.

Hold 20 hp Motor with wrench? Broken Hand?wrist? (ouch and cussing best possible outcome)
RXV brake with lever is old style brake. Well known and documented as failure prone.
New style W/O lever very reliable.
Motor is not your problem. Why change ?
Controller is working as designed (programed).
You know brake is bad(cart will move with key off)
You know controller goes into limp mode when problem is detected.
=======REPLACE KNOWN BAD PART.=====

Yes I can push cart with brake on and plug off. You see it has worked that way for two years then all of a sudden limp mode. For two years my brake always worked when I hit the brake pedal and still does. It never locked the cart with the key removed though...it would roll if not on flat ground. I took it to a dealer today. If he says to expensive (for me)to fix then I have to part it out or sell as is. I lost my job a month ago and unemployment is fighting me because the 3 person company lied and said I quit:(

PBS, I will be going to see my dealer guy this week and I know he has some known good motor brakes. I'll ask what he would part with one for..

Maybe a cart that diagnoses itself, and has the capability of shutting itself down is not the cart for you. I dont know what to tell you, other than you need a new brake.

Look up part (Parking brake) on internet.
Normally people get charged $85.00 for The following---
" You have a bad parking brake "

The "Brakes" on the cart work just fine because normal braking is done by the motor and motor controller.
Reference my previous post -- motor is fine--controller working as designed---
total failure of PARKING brake (on motor) will not cause regen brake problems
to repeat -- Cart will not operate properly if parking brake fails --

you mention cart brake has lever.
this is old style brake for 2008/2009 carts
assuming this is cart year-- old software allows cart to "limp home"
with bad parking brake. new software disables cart completely with parking brake failure.
to repeat --- replace bad parking brake... until that problem is solved you are wasting your time trying to get cart to run "properly".. according to ez go and controller programming-- 1 mph limp mode IS PROPER OPERATION WITH FAILED PARKING BRAKE

ps will you try to sue EZ GO if someone injured by operation of cart when you know a major safety system has failed?

REPLACE THE BRAKE Approx $280.00 to $350.00 on ebay

Correction to previous post

RXV Electric rated 4+ hp Continuous.
i overstate hp as 20hp.
the motor -like most electric motors develops almost all torque at "0" rpm.
ac motors do not "Ramp Up" torque so the command to rotate motor 1/4 turn forward and reverse would be at full power. Not 20 hp but if you had wrench on it , it would FEEL
like a 20 hp gas eng (at low speed) sorry about bad hp quote (Spank self)

Thought 20 was a little hot but got it. A 3 phase AC motor has pretty much no dead spots so full torque coming off of 0 rpm.

I think the controller applies 120a to attempt to rotate, not full power, but you would still be wearing something on your wrist (splint, cast, brace, ect...).
