Pour a little oil into each bore and test again. The oil will temporarily seal the rings so if the compression goes up you know that you have worn rings.

What Dave said is correct. If the compression goes up, then the rings are bad. If it doesn't, then look to possible valve issues. I suppose if the valves were really out of adjustment, the compression could suffer. It wouldn't hurt to adjust them and then recheck. Most assuredly those compression numbers are too low.

Ok, I'll try the oil test & set the valves then re-test compression. Will keep you posted. Thanks for the help.

Compression test #2: added oil and tested again. Cylinder with 50 psi initially went up to ~150 on first test. Tried 2x more (without adding more oil) and readings dropped to 120 then 80-90. Cylinder with 90 initially went up to 150 on all 3 tests. Replace rings on both? Is something else going on with the cylinder with lowest compression?

Rings need to be replaced. Whats the budget? A rebuild will run you around 3-400, a drop in replacement around 6-7.

After a long time of not working on this, I finally got around to pulling the engine and found 3 long cracks along the bottom of the engine block. So now I'm left with a parts cart with no other cart to put the parts on! Are there any options for a rebuilt engine considering that my core is bad? Otherwise I will sell off the remaining parts. Thanks.

My block cracked when a con rod broke and I had my welder tig the crack. Cost was minimal and I was back in business. Just FYI, make sure that you check the flatness of the mating surfaces on the block if you have that done. The heat from the tig can warp the metal.
