The throttle should be wide open when you check compression.
What motor do you have?

Let it roll over until it reaches max pressure.

That's really not that bad for a 79 Robin motor. If it gets down to 100 or below, it will have trouble starting and running well.
Are you having issues with the motor?

I just picked the cart up. I was to it needed a rebuild but once i started playing with i started thinking different it needs a fuel pump but i hooked up a gravity feed tank to run it a see what was going on. Im new to carts but i took it for a spin with no seat. It ran good and when i ran down the road the clutch closed and the belt road high it was going good untill i turned into the grass. The clutch opened up a little bit i think for more torque the motor stayed at the same rpms bit the cart would barely move. I dont know if its the belt slipping or what. Thank you

Make sure both clutches are operating freely. It sounds like you know what you are looking at/for.

Remove the belt. The primary clutch(the one on the motor) should be able to be compressed(closed) fairly easily by hand. It should also return to fully open when you release it by hand.
The secondary is a little more difficult. You should be able to push the movable sheave(half of the clutch) to open the clutch. You may have to rotate the sheave while opening it. It should return to the full closed position when you release it by hand.
