There are lots of things available to restore the luster. Club Car markets one. I don't remember the name, just call a club Car dealer. Tahoe Dawg can probably tell you the name of it. We used Armor-All at the golf course.

I use tire shine. Spray it on and let it sit overnight then lightly wipe off the excess

bumper black comes in a spray can at the auto parts store , you can get it in multiple colors , if its that far gone , just make sure you use some good cleaning agents to get the grease and buildup off prior to painting

I use tire wet. Works very well and lasts a few weeks!

I have tried a few of the body shop supply and auto parts store "potions" and found if you take a propane torch and quickly heat the plastic it restores the shine the best, DO NOT get close to the paint or over heat the trim as you can imagine it will burn, I took the trim off to do it

Deep Creep by sea-foam works great. Read the back of the container next time your in a parts store. It is recommended for applications like you mentioned.
I never wax anything, Just Deep Creep it.
Clean your windows, glass or plexi and apply. I do both my blazers body's and windows and in a good rain rarely need wipers. Removes bugs, road tar, dirt etc.

I have heard that heat will restore the finish but I was told to use a heat gun.
