That kill circuit and lower micro should not be hot, it's just a grounding circuit for killing the coil.
Crash, thank you that is what I have found with my NEW test light...circuit is grounded when closed and when you press the gas it is open =no current present which is what you are saying...HOWEVER I am still a bit confused because the connector it plugs to on the motor is grounded all the time... Is this the problem? I think this is why the motor won't try to start.

Ohm meter on that white wire you may be reading through a back feed, low oil kill that is stuck? I am just guessing

I did unplug the cart from the kill circuit but the kill circut is still grounded. In fact always grounded as I checked with the key on, off, starter engaged? Is this the problem? I will try diconnecting the rev limiter from ground and see if she wants to fire the plug.
Anyone have test procedures for revlimiter and igniter?

The kill circuit should open when you push the pedal, If it is grounded when you push the pedal the bottom micro is bad or you have a short to ground in a wire. Try unplugging the wires from the bottom micro and see what happens.

You will read an electrical backfeed through the igniter or coil because they are both bolted to ground.

The only way I know of testing an igniter is to just swap it with any small engine or weedeater igniter. I keep one on a shelf with wires and alligator clips on it for testing.

You can unplug everything and just leave the igniter plugged up to the coil wire and ground the inniter it should fire, if not either bad igniter or coil.

I pulled the motor and found the revlimiter installed upside down and a wire connector was pinched and shorted to ground.... repaired it, righted the relimiter, reinstalled.... still no spark? Moving On down the list ....step by step.
