With pedal pushed control side of solenoild 16.5, M- 16.4, B+ 16.5, A2 16.4, little red wire on solenoild 37.5 volts, little black wire 0 volts. Your battery pack is only 85% charged, so charge it before the plates sulfate more than they already are.

You've got high resistance in either the cable/connectors from pack to solenoid, or from solenoid to B+ terminal on controller or the solenoid contacts.

Maybe all three.
I'd take a real close look at all 13 high current cables, F/R Switch and Solenoid.

Just because the solenoid clicks, doesn't mean the contacts are making good contact.
Just because cables and connectors look good, doesn't mean they are good.
Your DVM will tell your whether they are good or bad.

Remove the resistor across the main solenoid terminals and after the solenoid clicks, measure the voltages again.

I'm about 99.999% sure your solenoid is bad.

If your 14 year old cart still has the original 6Ga high current cables, they are undoubtedly bad and ought to be upgraded to at least 4Ga cables.
