Default 1992 c.c carryall-1 rear axle questions

On my 1992 club car carryall-1 I do not have c-clips after the axle bushings and seal. Are they relying on the bearing and the bushing to hold the axle in? If so, should I machine a groove into the axle shaft for additional security? I have found diagrams showing it both ways. Any help is much appreciated.
