I don't have an answer to your problem but can say them fuel filters never fill up,
even running good they stay barely half full and you can't see a flow.

I would think if it was timing you would at least get some back firing. Might pull the line from the carb to make sure its pumping (it don't take much flow) if it is might check for a stuck needle valve in the float bowl too, this gas with ethanol sucks too much water, other than that I'm out of ideas.

I see in another post you said.."Checked fire , Both sides fire. Not real hot tho Could be it"
it could be, you should have a nice blue spark

New Carb, Got the cover off and reset timing, Same Prob, did another compression test and both cylinders are at 150 did notice at least 1 plug was wet, I got compression, timing is on, and fire. not so much a backfire as just a spit and sputter type deal when trying to accelerate under a load. Take the drive belt off and it revs up fine

One plug being wet sounds like a spark issue

I'm having same problem: Pulse from crankcase working. Engine pops and quits. I remove fuel line in front of filter, blow in it, reattach it to the filter and the cart runs again for awhile, then it pops and quits. I'm thinking the gas cap is not venting.

I replaced the fuel pump, carburetor and adjusted the valves on mine and it started running great until yesterday. Yesterday when you mashed the accelerator pedal the starter would spin a lot before it would crank, so i adjusted the belt and now the starter will smoke and it will run for just a minute and then stop running. Now I have to find out what is causing this issue.
