Once you have checked your fuses, then I think you are ready to try bypassing the OBC to see if you have a charger problem. The procedure has been discussed numerous times but II searched and could not find where this was discusseed so hopefully Shadowman or Tahoedawg will chime in to help you out

I jumpered the charger and it came on. Putting out 13 amps. Gonna watch it and unplug when below 5 amps. So the OBC? I also pressed the pedal and it moved ever so slightly

Thats what it sounds like to me. You might try resetting the OBC to see if that corrects it.

I had previously tried the reset but will try again after the battery pack recharge. I sure don't here the solenoid click like I do on my ezgo but it tries to move.

Those batteries are severly discharged, charge'em up first then you can test the cart.
