we are definitely going to need more information. for instance one reason the wheels wont turn is because the key is off. post things like battery voltage and the exact symptoms of the problem

When you removed the floormat, did you remove the plug on the underside of the cupholder? Cart wont run without it.

That plug is plugged in. Previously I mentioned that I had 48 volts to the plug at the motor brake but i never tested the ground wire. I'm going to see if it is grounded. Something may not be letting it ground and that would keep the brake on I'm sure. I'm going to test it tonight.

Conclusion. The Brake Assembly is bad. Ordered a new one. Thanks for the help.
