I would start by tracing the wiring from that meter and seeing where it's connected to the system. I would then obtain a voltage reading at that location. Those meters are not factory, so there's several different ways they can be wired.

I would not mind upgrading the potentiometer. Which Mcor would work on my cart?

The meter goes through the key to the battery

Got it fixed finally. I had a relay go bad on the forward reverse switch.
