I'm trying to follow what's going on here. Are you saying when you put the probes of your DVM on pack, black on negative and red on positive of new pack you are getting negative voltage?
Or, are you checking pack voltage at the charging receptacle? |

I’m getting negative on both. Even if I disconnect all batteries I’m getting negative

Check the probes on your meter. Are they reversed?

All of the potential backward stuff you may have is not going to make new (uncharged) batteries reverse polarity.

That’s what my neighbor is saying. We’re messing with it now and it’s flipping polarity when he testing everything
