Default Any way to test the driven clutch without a motor in the cart?

I'm the process of redoing a 1990 3pg marathon. Currently the only thing left in the cart is the rear and driven clutch. This cart probably sat for about 20 years outside. I had a hell of a time getting the drive clutch off the motor (had to take the engine out with clutch on and set on its side filled with BP blaster).
I'm 90% sure this clutch might be shot and I'm scared to take the cover off.
But my question is there any way to test the driven clutch? Without having power to it? I have another 90 3pg cart and all that cart I can pull the clutch belt by hand and it will seperate the driven clutch. This one I cannot?
Is there a way I can live or try to free this thing up? I can also rotate bo.ths sides of the clutch by hand

You should only be able to rotate the outside sheave, and only about 1/4th of a rev. The inside sheave should remain solid with the input shaft of the rear end, meaning if it's turning then the rear wheel should be too....

As far as removing it, simply remove the center bolt and it should slide off the spline shaft... IF you're talking about a plastic cover/cap on it that's for the Gov but also somewhat of a dust cap, remove the three-ish screws holding it on and it should fall off. Then you'll see the center bolt to remove the clutch
