2016 CC Precedent- 7 mph
I have changed the speed sensor and MCOR, what else can it be?

You could have gotten a bad speed sensor, if its not OEM most are bad out of the box. Also you could have a welded solenoid. I think you can unhook the batteries for ten minutes and reset the controller. If that speeds you up for a short period then the solenoid is welded.
