They are available. You could remove yours from the cart, hang them from a rafter, and squirt WD-40 down the cable and let it soak in. If they free-up, great. Follow the WD-40 with some motor oil for final lubrication, and reinstall.

I've tried that and as much of a tightwad I am, when you need to replace them, just do it. It's not worth the trouble.
Also battery acid is a common reason the cables start sticking.

On the brake pedal sticking problem, I drilled a new bolt and installed a zerk fitting, replaced the plastic bushings with bronze and added O-rings to keep dirt out.
Now I just give it a shot when I do my yearly service.
