Default EZGO/bad boy fuse panel question

I am trying to figure out why no headlights.

I have gotten to the fuse panel and as many times as this cart has driven through creeks, its not too bad ( I was the passenger not the driver)

note the 2nd from the front has a part broken off and it has a wire running
between the fuses?

why does it have the wire running only on the one side?

is there another fuse behind the dash?

Do I drill out the rivets to get to what I need to see? or how do I get behind the dash

and then either use rivets or screws to reinstall dash?

It looks like a buss bar type of fuse holder but I only see 1 wire on each side. That correct ?

the side that has the purple wire and jumper across all fuses is the 12vdc feed to each fuse. the other side with yellow wire is where you connect the 12v accessories like a radio, lights, etc.

if that is so, then why does it have a screw on each fuse on both sides of the fuse?

Looks like a home-brew distribution panel. One 12V wire in from a 12V tap on the battery pack or a separate 12V battery or a voltage reducer, and 4 fused 12V power sources out.
