Default 96 Txt controller cover removal

Starting to strategize on system upgrade on my stock 36 volt series cart. I want to see what I have and scope out how I will be changing components and wiring, etc... My controller cover which I presume is stock has bolts securing it to a mounting bracket. One of those bolts is giving me fits. It's hard to get to to begin with but I cannot get it to loosen. Is there a trick to removing this cover? Could it be this bolt is rusted/stuck and just needs a soak of penetrating oil or is that bad idea around these components?

Yeah, use penetrating oil and go in and out with it some - If all else fails break it off because when you upgrade you throw the cover away

Ok I got it to break loose easily this time so who knows why I had trouble before but I got to peek under the cover. By the looks of how pristine and clean everything looked its never been off. Looked like a time capsule. So I will be eventually getting a controller and other parts when i upgrade. Will there be any value to the stock controller and solenoid, etc... that I take off to sell or trade in? I have 4 ga battery cables ordered to go ahead and switch now ahead of the other upgrades - all existing cables are 6 ga between batteries and then whatever stock cables that are going to controller. All these will be replaced.
