correct its the 09 pds 36v...i expect it to go close to 20 it does have a speed chip...its only going about 3-4 mph in both f and r...its reading .9 with pedal up and 2.8 with pedal down on the black wire...i swapped f1 and f2 for good measure and had no change

All of your ITS related voltages are within specs for a 36V PDS controller. (ITS voltage specs are different for PDS controllers, Series controllers, DCS controllers and aftermarket controllers even though they all use the same ITS sensor in the pedal box - so be sure you are using at the correct specs when troubleshooting)

The cart will only go 3-4 MPH in either F or R, so the controller is in a reduced performance mode, or the motor is sick, or the high current cables are sick, or the battery pack is sick.

Put the controller in diagnostic mode and listen for a beeped error code.
The text at the bottom of the attached PDS label tells you how to put controller into diagnostics and list the error codes.

They are the top three PDF files.

Starting on page F-10 of the service manual is a troubleshooting tree that is fairly decent. More importantly, the specs listed are the correct ones for a 36V PDS drive system.

However, check for error codes and we will go from there.

i did notice my solenoid did get real hot after running it each time..normal?

The 2-4 code points at solenoid coil or driver issues, but the solenoid shouldn't be getting hot, however it will get mighty warm after it is energized for several minutes.

If you still have the original solenoid, try reinstalling it.

The four beeps with no preceding beeps may be normal. While in diagnostic mode, the controller announces what PDS mode it is in when it powers up (Key = ON and either F or R selected). Four beeps indicates in is in the Freedom Mode.

Starting to sound like the controller is sick.

Attached is a schematic with the solenoid activation circuit highlighted.
All the wires in red must have full battery pack voltage on them (a fully charged 36V battery pack is 38.2V).

With the Run.tow switch in Run, Keyswitch ON and either F or R selected on the F/R switch, you should have Battery pack voltage on the yellow wire going to the solenoid. With the pedal up, you should also have Battery pack voltage on the blue wire, which indicates the solenoid's coil is intact. When the pedal is pushed, the controller connects B- to the blue wire and the solenoid should click.

Have pack voltage at the yellow wire...i only have 1v at the blue wire and when i push the pedal the solenoid does not click and voltage stays the same 1.0volts
