A 1995 Club Car 36 Volt car uses resistor coils to regulate the speed. It doesn't have a controller or a pre-charge resistor.

Correct. We're talking about a 95. Club Car used a controller in a handful of 1993 models and nearly all of the 1994 models. In 1995 they went back to resistors and stayed that way until 2004 when the 36 Volt car was discontinued.
