Default 1999 G19 Electric Problems

I have a 1999 48V G19 that runs well but the headlight, brake lights, turn signals and battery gauge do not work. Any help you can provide on where to get started troubleshooting would be appreciated.

What I have done so far:

Voltage between negative batter post and 16.8V IN post on transformer reads 17.1V.
25A fuse inline from 13.6V OUT post is good.
voltage to between negative battery post and 13.6V OUT post is 17V when fuse is removed but 50V with fuse in place.
I don't know why removing the fuse would change the voltage unless the wire leaving the 13.6V OUT post is connected to full pack voltage somewhere else.

Any guidance on what to try next or what I should be seeing would be great.

I would start with checking connections for tightness and corrosion on all of the non-working components you mentioned. A short or disconnect on any of these components may cause all of them to not function, depending on how 12V system is wired.

Also, maybe provide a photo of the "fuse" that changes voltage when removed?
