Default 98 cc gas will not do anything

Ok I picked this cart up as junk. Replaced key switch , solenoid , micro switches I can jump post on solenoid and cart will run. I have checked wiring everthing seems to be correct. If i hook up the black wires on the key switch It blows fuse when key is turned off. My next move would be the voltage regulator... Any info would be great!!

there is a microswitch in black box that activates solenoid make sure its good.............brushes are in holders so you,ll see how far down in holders they are but they not effect solenoid clicking..........have you jumped solenoid? if so did engine crank over? if you didn,t try jumping large post of solenoid see if it does anything.......................................
