Ok so I loosened the brake adjuster under the cart at the Y and it seemed to free up the brakes quite a bit. Put in a new starter ground, extended the fuel lines and put the freshly charged battery in. I still want to pull the brake drums and clean them out, are these drum brakes like drum brakes on a car or truck?

More or less, yeah, from what I saw when I pulled mine. They have an adjuster just like the car brakes.

That's good, then ill have a good idea working on them. I just hope that since I loosened the main adjuster the brakes don't auto adjust really tight again.
