Default 1999 electric EzGo won't run. new soleniod, new batteries

Hello,
1st post.
My 1999 electric Ezgo cart will not move. I have replaced the solenoid, installed new batteries. I can only hear the solenoid click, when pressing the pedal. Iran a jumper from A2 to S2 and another from the battery's to A1 & S1.
Motor did turn but sparked pretty bad as if there was a short?
any help would be appreciated.

Attached is a series motor test.
If you have never seen the cart run you may want to test the ITS signal.... test attached.

My art, have you tried following the troubleshooting guide in the "sticky" section of the home page? I have found it's step by step procedure easy to use. Good luck.
