Default Charger

Hello folks,
I recently acquired a new to me Melex 36v golf cart. I have never owned a cart before. I have a couple of bad batteries, this I know already. My question, I am only getting 25 volts out of my charger. To my untrained eye, this sounds wonky. Shouldn't I be getting more than this? Thanks for any help.

Volts. I put my volt meter between the 2 plugs (crows foot) and I get 25 volts.

Is it possible you are reading the battery pack and not the charger?

With the charger disconnected from the cart, I placed my volt meter between the contacts that plug into the cart. Between these contacts I got 25v.

Are you saying the charger puts out 25v when it is not plugged into the cart?
If yes it may be a 24v charger.
