It still will start and run about 1/3 speed and if I give it throttle it dies. need to choke again to get it to start. Did anybody recognize the engine in photos up above. I thought it was a 175 robins because of the 4 head bolts and blue paint.

No idea what motor it is, but it sounds like you are going WAY lean. Perhaps a vacuum leak, or a fuel delivery issue, or plugged jet in the carb. I assume you are sure it is running and not just the starter cranking it over. If you give it lots of choke, can you give it more than 1/3 throttle then?
