Default 1995 series cart

I bought a used controller over two years ago for a cart I bought that wouldn't run. I tested it with three 12 volt batteries I had in the shop and cart ran. I drove it to confirm all was good.
1995 series cart.

When I bought the cart the controller was toast as someone had actually tried to break it apart. It had the burnt smell. The micro switch was also bad under floormat. I replaced it. The diode across small terminal was burnt also.

I replaced the 250 ohm resistor new from ezgo along with a solenoid I had.

Now fast forward to now. I put three more good 12 volt batteries in it to see if it would run. Jacked up rear and tried it. It would run one time and next time nothing. Pack voltage is 38.6.

The cart has been sitting for over two years in my shop and hadn't been touched until a few days ago and now I have issues which I think is that used controller I bought .

DVOM lead connected to neg side of pack. Positive lead to white wire on controller. I push pedal slightly and I get 00.5 volts. Push pedal to floor and I get 1.5 volts.

Solenoid clicks with key on and pedal pushed. It works.

When I connect meter to B- and B+ of controller I get full pack voltage. Push pedal to floor and I get the same.

M- and B+ on controller I connect meter and get no reading. I push slightly and get 00.3 volts. Wide open and only 00.8 volts.

I also swapped the ITS from a another cart to this one as mine had cracks in it. Test seems to show the ITS is good ?

I think I followed the instructions from scottyb here which would show the controller is bad but not 100 % sure yet.
