G16E Quit/No Power

Hello everyone. My grandmother has a stock G16E with new batteries, that recently quit. The solenoid will click. I have 37.8 Volts at A2,S2,A1, & S1 with pedal pressed, but motor doesn't do anything. Right before it quit, it put her down a couple of times, but after left alone a little while it would start back for just a few minutes. Any help would be greatly appreciated. Thanks

sounds like the F&R switch is overheating see if the wires going onto it get hot,
